Proposal of 817 Alumni Scholarship Fund

After leaving USTC 20 years ago, we, the 817 alumni, have settled our lives in various parts of the world, and have followed different career paths. However, the 5-year in USTC remains the most valuable in our memories. Our attitudes toward life and careers are deeply shaped by the USTC traditions of diligence and pursuing excellence. We believe education is essential to any individual as well as to a society as a whole.

USTC is one of the most prestigious universities in China from which many young people gain their education. To show our support and appreciation to our Alma Mater, we are setting up an 817 alumni scholarship fund to help young students to finish their education in the School of Earth and Space Sciences (SESS), USTC.

1.Purpose of the Fund:

• Provide financial support to new students entering the School.

• Award students for their outstanding academic achievements.

2.Financial Aids Guidelines:

SESS issues financial aids with total worth of 20,000 (RMB) each year from “817 Alumni Fund”. The number of scholarships and amount of each scholarship are determined by the SESS with following guidelines:

• Based on current financial aid level in USTC (i.e. 4,000 RMB), it is recommended that SESS issue five scholarships each year. However, SESS determines the amount of each scholarship and the distribution of the scholarship among the classes each year according to the need of the students.

• At least two of the scholarships are awarded toward the first-year students. The students’ financial need is the sole criteria of the financial aid.

• Although it is not the determining criteria, academic performance should be a factor of the consideration when issue 817 Alumni Scholarship to the students of second-year and above.

The number of scholarships and total amount are determined based on the current value of 817 fund and the average financial aid level in USTC. Should SESS will contact “817 alumni fund” coordinators should above guidelines require changes.

3.Contribution to the Fund:

The fund is set up through the USTC Alumni Foundation (USTCAF) and contributed by the 817 classmates. The 817 classmates will pledge the initial attribution during the 20^th graduation anniversary reunion (7/1/2006). The 817 classmates will continue to contribute toward the fund in the following years. We also hope that this fund will involve more alumni from Department #7.

4.Management of the Fund:

USTCAF manages the fund, and post fund activities on its web site (www.ustcaf.org).

5.Coordinators

The 817 classmates will elect a two-person coordination team (one from China and one from the overseas). They will mainly coordinate with USTCAF as needed and provide an annual report of the fund activities to the class.

关于建立817校友奖学助学金基金用于资助

中国科大地球与空间科学学院在学学生的建议

自20年前离开中国科大，我们，一群817学子，沿着各自不同的人生轨迹，散播于这个世界的每个角落。然而，我们的记忆中，都强烈地烙下了在中国科大五年美好时光的印记；我们对生活与事业的态度，也深深根植于科大勤奋与永攀高峰的传统之中。我们相信：每个个体组成了我们这个社会群体，而教育则起着非常基础性的作用。

中国科大是中国最为优秀的大学之一，提供给许多优秀的年轻学子以本科教育的机会。为了表达对母校的支持和感激，我们建立这样一个817校友奖学助学金基金，试图帮助部分年轻人完成他们在中国科大地球与空间科学学院的本科学业。

1. 基金名称

本项基金命名为：“817校友奖学助学基金”，简称“817校友基金”。

2. 基金目的

1. 对进入地球与空间科学学院学习的部分困难新生进行资助。

2. 对地球与空间科学学院中成绩优秀的学生进行奖励

三、资助对象

地球与空间科学学院（即前七系）每年发布相当20,000元人民币的817校友基金，奖学金名额及每名获得者的奖励额度由地球与空间科学学院根据下列情况决定：

1. 每年设定5名奖学金学生。（注意：奖学金名额将根据中国科大现有资助水平决定，保持在每名奖励额度为人民币4,000元的平均线上；将来情况下，依资助水平等的变化，对奖学金名额进行调整。）

2. 至少有两名奖学金名额用于资助一年级学生，并且用于最为困难之学生。

3. 对于二年级及其他高年级学生，其学习方面的表现将作为获得本项奖励的一个重要考量，尽管不是一个决定性的标准。

如果以上三种情况需要改变，地球与空间科学学院将授权一人，会同“817校友基金”协调组共同讨论此事。

四、基金背景

本项基金经由中国科大校友基金会（USTCAF）建立，并主要由817同班同学所贡献，在2006年7月1至2日的毕业20周年聚会中，817同班同学承诺建立该项基金并捐助其基本金；并且，817同班同学将在未来继续捐献该项基金。我们同时希望本项基金能够得到其他任何来源的捐献，包括来自于原7系其他校友的捐献。

五、基金管理

中国科大校友基金会（USTCAF）管理本项基金，并且张贴所有的817校友基金活动在其网站上(www.ustcaf.org)。

六、基金协调人员

817同班同学将选举出一个两人组成的协调组（国内与海外各一人），他们将主要负责与中国科大校友基金会及地球与空间科学学院进行相关的协调与联系工作，并向817班级提供该项基金的年度活动报告。

关于设立“中国科大817校友奖助学金”协议书

为了表达对母校的支持和感谢，资助一批品学兼优的贫困本科生顺利完成学业，鼓励他们勤奋学习，报效祖国。毕业于中国科学技术大学的817校友捐资在中国科学技术大学设立“中国科大817校友奖助学金”。甲乙双方经协商签订如下协议，由双方共同遵照执行。

1. 设奖方式、评选范围、奖励额度

甲方每年向乙方捐资人民币20000元，自2006年至2010年连续 5 年，用于资助、奖励乙方地球和空间科学学院的本科学生，每年资助、奖励5人左右，平均每人奖金4000元，依家庭困难程度，依次设立一、二、三等奖助学金，额度分别为6000元、4000元和2000元，其中至少有2个奖助学金名额用于资助一年级学生中经济最困难的学生，具体每人的奖助学金等级（奖励额度）由乙方根据实际情况负责确定。

2. 评选标准

凡申请获得本奖助学金者必须符合以下基本条件：

1. 热爱祖国，遵纪守法、品行端正； 2、勤奋学习，成绩优良；

2. 具奉献精神，关心集体，团结同学； 4、同等条件下，家庭经济困难学生优先。

1. 评选办法

   1. 个人申请，所在院（系）初审，校学生专项奖学金评审委员会审定。

   2. 乙方向甲方提供获奖者名单及相关资料，并于适当时候向获奖者颁发证书和奖金，届时将邀请甲方或甲方指定的代表作为嘉宾参加颁奖典礼。

2. 奖学金管理

1、乙方学生工作处负责组织申报、评定奖助学金等管理工作。

2、为使本奖学金评定工作能有序进行，甲方在每年9月份之前将当年奖学金款项汇入乙方。到款后，乙方将及时寄出收据。

5. 其它事项

   1. 协议经双方签字后生效，有效期 5年。任何一方如在有效期内变更（修改或终止）协议，应在当年第一季度提出，经双方协商后方可变更。

6. 双方一致同意以上协议内容。本协议一式两份，双方各执一份。
